I personally don't think its alright to make fun of the people that dictators lead, but Kim Jong-il is fair game to make fun of because he's an asshole. He may be the most infamous of the asshole leaders out there. Which also means, artists like to poke fun at him.
HIPSTER HITLER is probably the biggest thing out there right now for ironic Hitler artists. It's got comics and animation videos. People even buy the t-shirts and dress up as him for Halloween. Yes he has been around for that long.

3) MOAMMER GADHAFI

Okay the Zenga Zenga dance track, was edited video from this speech right before Gadhafi was killed. It's scary now that I can actually understand it.
